Jeffrey Galante B.S., Enrolled Agent, Certified Dispute Resolution Mediator, Tax Resolution Specialist
Jeff’s career spans over 38 years in the tax debt industry, including 8 years resolving clients’ IRS tax debt problems. As a Dispute Resolution Mediator certified by the Federal Mediation and Conciliation Service, and the University of California at Irvine, Jeff can resolve even the most difficult of IRS tax debt problems.
Jeff worked for the Internal Revenue Service for over 31 years in various positions including Agent, Group Manager, Tax Analyst, and senior level manager in both the Examination and Appeals Divisions of the IRS.
As an Agent, Jeff audited individual, corporate, excise, and estate & gift tax return entities.
As a Tax Analyst, Jeff worked in Washington, D.C. writing portions of the Internal Revenue Manual…IRS’ internal procedures. Jeff also participated, as an IRS representative, in tax policy meetings with the Treasury Department.
For 17 years of Jeff’s IRS career, he worked in the Appeals Division as a Team Manager and later, Area Director. He was responsible for the tax debt dispute resolution for cases that were initiated in the Collection or Examination Divisions. Jeff was in the Appeals Division during the enactment of RRA 98, and he was responsible for the establishment of the procedures needed to implement the new taxpayer’ rights legislation. For instance, Jeff trained Appeals Officers and Settlement Officers regarding the Collection Due Process (CDP), and Collection Appeals Process (CAP) procedures that were established by RRA 98. In addition, Jeff trained the IRS staff regarding the rules and regulations as they pertained to the submission and acceptance of Offers in Compromise (OIC) cases.
Jeff also worked closely with the Collection Division senior managers to ensure that the Collection Due Process rights, enacted by RRA 98, were being consistently following in both the Collection and Appeals Divisions. .
Robert M. McCloughy B.S., Tax Resolution Specialist
Mr. McCloughy’s career with the IRS spanned 7 years. He was hired out of college as an Internal Revenue Agent with a Bachelors of Sciences in Accounting. Mr. McCloughy followed in his father’s footstep, who has been working for the IRS for over 34 years.
Mr. McCloughy successfully defended and enforced the Tax Law, for the IRS on audits of: S-Corporations, C-Corporations, Partnerships, and Individual tax returns. His specific capabilities were utilized by the IRS to classify which tax returns should be examined (audit). This set of skills also had Mr. McCloughy personally selected for the audit of a highly sensitive case regarding a prominent
The longer Mr. McCloughy worked for the IRS and learned their procedures and practices, he became disillusioned with their tactics. Instead of enforcing the tax code, he felt like a paid bully.
As a result, Mr. McCloughy decided to resign from the IRS to apply his inside knowledge and expertise, of IRS laws, policies, and audit procedures to help the American Taxpayer. Having a unique knowledge of what triggers an IRS audit, Mr. McCloughy has become an integral part of the IRS Audit Defense Team within the JG Tax Group. His mission now, is to ensure the taxpayer has an equal voice, demands that the IRS follows the Taxpayer’s Bill of Rights (TBOR), and to no longer allows the American Taxpayer to be bullied or harassed by the IRS.
Marcia Hamm B.A., C.P.A., Tax Resolution Specialist
Marcia has worked for the IRS for more than 35 years. As a Revenue Agent for 11 years, Marcia has audited individual, partnership, and corporate returns. Marcia's experience working in Appeals has provided her with the knowledge and experience most beneficial to solving your collection and audit tax problems. She spent 24 years resolving cases ranging from individual 1040 tax returns to the most complex corporate returns. She successfully resolved all but one case.
As an Appeals Team Case Manager for 11 years, Marcia resolved some of the most complex tax problems. Marcia is very highly respected within the professional tax community. She is a trained mediator and has successfully resolved several particularly difficult cases. Marcia is a licensed CPA. She can bring all this experience and nearly four decades of contacts to the table to quickly solve your tax problems.
Raymond Loo B.A., Enrolled Agent, Tax Resolution Specialist
Ray has also had a long and successful career at the IRS which spanned over 32 years. He has held very position from Revenue Agent to Associate Chief of Appeals. While in Appeals. Ray gained considerable first-hand IRS experience resolving taxpayer disputes. For the past 8 years Ray has worked as a tax practitioner preparing individual and business tax returns, and successfully representing his clients before the IRS during audits and for Collection type problems. Ray is ready to aggressively defend you before the IRS and will solve your tax problems. Ray is an Enrolled Agent and authorized by the IRS to practice in all 50 United States.
Barbara Galante B.A., Enrolled Agent, Tax Resolution Specialist
Barbara had a distinguished career with the IRS for over 22 years in both technical and managerial positions. Her unique IRS experience gives her the perspective needed to resolve even the most difficult of tax debt problems.
Barbara began her IRS career as a Tax Auditor and was quickly promoted to the position of Group Manager. As a Group Manager, Barbara’s team of Tax Auditors audited a wide range of individuals and small business taxpayers. In particular, Barbara dealt with many taxpayer issues that required “outside the box thinking” in order to resolve the issues.
Barbara was promoted to the position of Group Manager of a Taxpayer Advocate Service group, formerly known as a Tax Problem Resolution group. In that capacity, Barbara saw every type of tax debt problem, and found ways to solve them. As she says it, “she was able to cut through the IRS’ red tape” in order to quickly resolve a taxpayer’s tax debt problem. Barbara was involved with resolving taxpayer cases locally and throughout the United States, when necessary.
In addition to dealing with the public, as a Taxpayer Advocate Service group manager, Barbara worked with taxpayers’ congressional representatives to ensure that a taxpayer’s rights were not being abused. She even identified systemic problems within the IRS that impacted the general public, and found resolutions to the problems.
Because of Barbara's exceptional and unique inside IRS experience, she now specializes in analyzing clients’ tax situations and providing practical solutions to clients’ IRS tax debt problems. As she says it, "she's seen it all." Barbara is an Enrolled Agent and is authorized by the IRS to practice in all 50 United States.
